Phyllis A. Neff, 70, entered her heavenly home at 8:25 pm December 2, 2021 at Mercy Health – St. Rita’s Medical Center.

She was born April 14, 1951 in Robinson, IL, to Carl E. and Dorothy Elaine (Ambrose) Hippensteel Jr. who preceded her in death.

Phyllis was a victim’s advocate for Crime Victim Services and Allen County Probate Court for 31 years helping many families through very rough times, retiring in 2019. She was a very active member of Lima Community Church working with the children’s ministry, very active in the Lima Noon Optimist Club where she served as chaplain for several years and served on many committees, and a Poll Worker. She loved hanging out with the grandkids, reading her Bible, and watching The Chosen.

Survivors include: 4 Children, a Daughter, Dinah (Ben) Thomas of Lilburn, GA, a Daughter, Sarah Neff of Lima, a Son, Ben (Michelle) Neff of Celina, and a Daughter, Rachel Neff of Elida; 6 Grandchildren – Josiah, Julia, Anna, Andrew, Kaitlin, LillyAnn: 2 Brothers, Bruce (Becky) Hippensteel of Findlay, Curt (Lou Ann) Hippensteel of Venice Beach, FL; a Sister, Connie (Marty) Bass of Flemingsburg, KY, a Granddog – Buddy

A Celebration of Life will be held at 10:30 am Saturday, December 11, 2021 at Lima Community Church with Dr. Doug Boquist officiating. Friends may call from 4:00 pm – 7:00 pm Friday, December 10, 2021 at CHILES-LAMAN FUNERAL AND CREMATION SERVICES SHAWNEE CHAPEL and from 9:30 am until 10:30 am Saturday, December 11, 2021 at Lima Community Church.

Memorial contributions may be made to Crime Victim Services in Phyllis’ memory, Lima Noon Optimist Safety City, or Lima Community Church.
